Electricity is an important industry that promotes the development of the national economy. Green power refers to the use of specific power generation equipment, such as wind turbines, solar photovoltaic cells, etc., to convert renewable energy such as wind energy and sun into electrical energy. Under the strategic vision of "carbon peaking in 2030 and carbon neutrality in 2060", my country has put forward the development goal of vigorously developing renewable energy and accelerating the planning and construction of large-scale wind power photovoltaic base projects in desert, Gobi and desert areas. With the deepening of the dual-carbon goal and the concept of green, low-carbon and environmental protection, and the acceleration of the new energy power era, it is expected that there will be more supply and demand balance mechanisms for the supply and flexible consumption of new energy power products in the future. The power system will play a greater role in the green power market, and will further promote the continuous development and growth of my country's new energy industry.

Favorable policies for new energy and green electricity appear frequently

China's power industry is the key to carbon emission reduction. The carbon dioxide emissions of my country's power production industry account for about 42% of the country's total emissions. The power industry is the key to reducing emissions. If the global temperature control target of 15 degrees Celsius is to be achieved, China needs to significantly increase future renewable energy power generation , and make it the main power supply to account for 60% to 75% of the total power generation in the future, so as to reduce carbon dioxide emissions.

To support the "dual carbon" goal, favorable policies for new energy and green power have appeared frequently recently. On October 20, the National Energy Administration issued the "Notice of the General Department of the National Energy Administration on Actively Promoting the Relevant Work of New Energy Power Generation Projects to Consolidate and Multiply", pointing out that the construction of wind power and photovoltaic power generation projects should be accelerated and grid-connected to increase clean power. Supply is not only conducive to alleviating the tension between power supply and demand, but also helping to achieve the goal of dual control of energy consumption and promote low-carbon energy transformation. At the same time, according to the "Guiding Opinions on Accelerating the Development of New Energy Storage" issued by the National Development and Reform Commission and the National Energy Administration, by 2025, the new energy storage will be transformed from the initial stage of commercialization to large-scale development, and the installed capacity should reach 3,000. million kilowatts (30GW) or more.

On October 24, the State Council issued the "Opinions on Completely Accurately Implementing the New Development Concept and Doing a Good Job in Carbon Neutralization", which was released as the "1" in the "1+N" policy system of Carbon Peak and carbon neutrality. Opinions on systematic planning and overall deployment for the important work of carbon peak carbon neutrality. The opinion proposes that by 2025, an economic system of green, low-carbon and circular development will be initially formed, and the energy utilization efficiency of key industries will be greatly improved. By 2030, the comprehensive green transformation of economic and social development will achieve remarkable results, the energy utilization efficiency of key energy-consuming industries will reach the international advanced level, and the carbon dioxide emissions will peak and achieve stable and moderate decline; by 2060, an economic system with green, low-carbon and circular development A clean, low-carbon, safe and efficient energy system will be fully established, the energy utilization efficiency will reach the international advanced level, and the proportion of non-fossil energy consumption will reach more than 80%.

On October 25, He Lifeng, director of the National Development and Reform Commission, pointed out that resolutely curbing the blind development of "two high" projects should be the top priority and top priority of carbon neutralization work, and strictly control incremental projects; strictly control coal power projects During the "14th Five-Year Plan" period, strictly control the growth of coal consumption, and gradually reduce it during the "15th Five-Year Plan" period; accelerate the construction of large-scale wind power and photovoltaic bases; increase the support and promotion of new energy vehicles and ships; orderly promote the "military order" method Carry out low-carbon, zero-carbon and negative-carbon new materials, new technologies, and new equipment to tackle key problems; coordinate and promote the construction of market-oriented mechanisms such as green power trading, energy use rights trading, and carbon emission rights trading.

The installed capacity of non-chemical energy power generation is expected to exceed that of coal power, and the green power sector continues to be active

According to the National Energy Administration, the national power industry statistics from January to September show that as of the end of September, the national installed power generation capacity was 2.29 billion kilowatts, a year-on-year increase of 9.4%. Among them, the installed capacity of wind power was about 300 million kilowatts, a year-on-year increase of 32.8%. The installed capacity of solar power generation was about 280 million kilowatts, a year-on-year increase of 24.6%. From January to September, the cumulative average utilization of power generation equipment nationwide was 2,880 hours, an increase of 113 hours over the same period of the previous year. Among them, nuclear power was 5,842 hours, an increase of 321 hours over the same period of the previous year; wind power was 1,640 hours, an increase of 91 hours over the same period of the previous year. From January to September, the power projects of major power generation enterprises in the country completed an investment of 313.8 billion yuan, a year-on-year increase of 1.8%. Among them, hydropower was 70.1 billion yuan, a year-on-year increase of 5.3%; solar power generation was 29.3 billion yuan, a year-on-year increase of 27.3%. At the same time, the China Electricity Council released the "Analysis and Forecast Report on the National Electricity Supply and Demand in the Third Quarter of 2021", which is expected to add about 180 million kilowatts of new power generation capacity in national infrastructure throughout the year, of which about 140 million kilowatts of non-fossil energy power generation capacity will be put into production. . It is estimated that the installed capacity of power generation nationwide is 2.37 billion kilowatts by the end of the year, an increase of about 7.7% year-on-year; among which, the installed capacity of coal power is 1.11 billion kilowatts, hydropower 390 million kilowatts, grid-connected wind power 330 million kilowatts, grid-connected solar power generation 310 million kilowatts, and nuclear power 54.41 million kilowatts , Biomass power generation is about 36 million kilowatts. The total installed capacity of non-fossil energy power generation reached about 1.12 billion kilowatts, accounting for 47.3% of the total installed capacity, an increase of about 2.5 percentage points from the end of 2020. The installed capacity and proportion of non-fossil energy power generation are expected to exceed coal power for the first time.

It is worth mentioning that Inner Mongolia is also accelerating the construction of a large-scale scenic base to help the "double carbon" goal. Recently, the Kubuqi 2 million kilowatt photovoltaic desertification control project started construction in Hangjin Banner, Ordos City, Inner Mongolia Autonomous Region, is one of the first batch of large-scale wind power photovoltaic base projects in the country. The total investment of the project is nearly 12 billion yuan. capacity grid-connected power generation. Institutional analysis shows that the intensive release of policy dividends will help tap the potential of the industry, and the development of green power is expected to reach a new level.
