February 24, Sichuan Tianhua Shidai New Energy Lithium Battery Materials Phase II Project The on-site promotion event was held in the Ganmei Industrial Park. Huanghe, Secretary of the Meishan Municipal Party Committee, attended the event and announced the official launch of the project. Wang Binda, Deputy Secretary of the Municipal Party Committee and Mayor, Jin Tianqiang, Vice Governor of Ganzi Prefecture, and Pei Zhenhua, Chairman of Tianhua New Energy, each delivered speeches. Liu Hai, Deputy Secretary of the Municipal Party Committee, attended the event, while Zou Rulin, a member of the Municipal Party Committee and Executive Deputy Mayor, presided over the ceremony.

This event marks the official entry of the Phase II Tianhua Shidai Project—with a total investment of 3 billion yuan—into the construction phase. The project primarily involves constructing a production facility—using spodumene as the raw material—to produce battery-grade lithium carbonate via the sulfuric acid process, along with associated supporting infrastructure, with an annual production capacity of 60,000 tons. 。
At that time, the company will have a flexible production capacity of 60,000 tons per year of battery-grade lithium hydroxide (which can be flexibly converted into 53,000 tons per year of battery-grade lithium carbonate) and 60,000 tons per year of battery-grade lithium carbonate. This flexible production capability will enable the company to adapt swiftly to market demands for various raw materials used in lithium-ion battery cathode materials, injecting strong momentum into Meishan’s accelerated efforts to build itself into a new-energy and new-materials manufacturing base in the Chengdu-Chongqing region.
As an important strategic move by Tianhua New Energy Group in the southwestern region, Sichuan Tianhua Shidai has been focusing exclusively on the core business of new-energy lithium-ion battery materials ever since it established its presence in the Ganmei Industrial Park in 2021. The first-phase project, with an annual capacity of 60,000 tons of battery-grade lithium hydroxide, broke ground in May 2022 and reached full production by the end of 2023, setting a “Tianhua Speed” that has drawn widespread industry attention. In 2025, the company successfully completed the technological upgrade and renovation of its production lines, further enhancing its level of intelligentization and green manufacturing capabilities. Currently, the base employs nearly 800 people and has become a core leading enterprise in the Meishan lithium-ion battery industry cluster.
In his speech, Pei Zhenhua, Chairman of Tianhua New Energy, stated: The Meishan base is the group’s strategic hub, where investment is most concentrated, production capacity is most clustered, and the team is most deeply rooted. The launch of this Phase II project is not only a prudent decision made by the company based on market analysis and its own development strategy, but also a proactive response to the nation’s “Dual Carbon” strategy, as well as a strong demonstration of confidence in the superior business environment and efficient government services offered by the cities of Meishan and Ganzi.

At the event site, leaders including Huang He, Secretary of the Municipal Party Committee, and Wang Binda, Deputy Secretary of the Municipal Party Committee and Mayor, listened to a work report on Ganzhong Industrial Park’s efforts in “boosting the economy, securing projects, and driving innovation.” They also gained a detailed understanding of the progress being made on the Tianhua Shidai New Energy Lithium Battery Materials Project.
In his speech, Mayor Wang Binda pointed out that, The construction of the second phase of the Tianhua Shidai project will further consolidate Meishan’s industrial advantages in the field of lithium-ion battery materials. We hope that enterprises will adhere to high standards in construction and pursue efficient progress, ensuring that the project is completed, put into operation, and yields results as soon as possible.
Vice Governor Jin Tianqiang stated that Ganzi Prefecture will continue to deepen regional cooperation with Meishan, jointly supporting the growth and development of high-quality enterprises such as Tianhua Shidai, and providing solid support for promoting the high-quality development of the province’s green and low-carbon advantageous industries.

Project Launch Site
According to the plan, the second-phase project will be completed by the end of 2026 and will reach production standards in the first quarter of 2027. After the project reaches full production capacity, it is expected to generate an additional annual sales revenue of 5.8 billion yuan, contribute 600 million yuan in tax revenue, and create approximately 650 jobs. 。
